Faced with a poor economic environment and increasing administrative demands, associations came several years in a period of change and often find themselves pushed to become more professional, both in terms of technology as their business management thereof. To accompany them, they can appeal to the Local Device Support ( DLA). real tool for civic projects, the DLA provides technical support to an association in its efforts to consolidate the business and all or some of the jobs associated with them.

1 - Organization of the device

The DLA is an independent agency commissioned a territory for future projects in support of voluntary structures, through coaching in time. It is not an audit or external assessment imposed on them. It can mobilize resources (expertise, its ability to implement consultancy services) or those of its partners (financial networks and associations, institutions involved in its operation, etc.)..

Originally created by the state and the Deposit and Consignment in a process of investment in services and activities of social utility, its objective is the consolidation of projects and, as means to determine the structure concerned.

Welcome and orientation

A speaker of this DLA to structure the tasks of the DLA, it works. It informs, answer questions and verify it with the relevance of the intervention of DLA at the structure. Where appropriate, it directs them to the area's resources.

Diagnosis shared

It makes the structure a global diagnosis of its business to:

-identify tracks (organizational, human, strategic, economic, financial, etc. .) on which act to consolidate;

-to identify the support needs to solve problems encountered, promote the success of a development plan and sustainability, with the changing activities or the status of the structure.

Development of engineering support

At the end of this shared diagnosis, the DLA Finance ¹ intervention of experts , chosen with the structure, according to the needs identified. The structure may benefit from individual coaching (production of a communication plan, council legal establishment of cost accounting, implementation of management tools or management, organizational support, redesign the project structure, etc..) or groups with other structures of the territory .

Monitoring

• Craf-T Product metallic rub on chalk, in the color palette of your choice (I used #2).
• Black cardstock
• Cuttlebug and embossing folder of your choice

Steps :

• Emboss your cardstock by putting it through the Cuttelbug with your chosen folder.
• Rub your fingertip in the color of your choice of rub on chalk.
• Lightly rub the surface of your embossed cardstock and watch the raised portions come to life. Don't rub too hard, or there will be too much color on the recessed portions of the design - but you can re-apply as much as you want. You can use as many different colors of chalk as you wish, just clean your finger in betwwen colors to avoid "contaminating" the other colors.
• Now, if you wish, decorate your ATC. I figured my chosen embossing folder was giving my ATC enough character and it didn't need anything more.

You need :

• Chalk "Rub On" metal of Craf-T Products (palette of your choice - I used the metal pallet # 2)
• Black Box
• Machine Cuttlebug embossing and die of your choice

Procedure :

• Emboss your paper in the Cuttlebug with the matrix chosen.
• Coat the tip of your finger on the color of chalk you like
• Rub relief without pressing too hard on your board not to apply too much chalk in the hollows. Add as many layers as you want, the effect can be as light or opaque as you want. Mix the colors on your card, taking care to clean your fingers between colors to avoid "contaminating" the other colors in the palette.
• You do remains is to decorate your ATC to your taste. I chose to just leave the reason for my show, without adding anything.

The profession of art has recently, as a result of the transposition of the EU Directive on Services " ¹ , to undergo a significant change in the law that regulates its activity, share Article 21 of Law No. 2010-853 of 23 July 2010 " on consular networks, trade, crafts and services "

¹ EU Directive 2006 / 123/CE of 12 December 2006 on services in the European internal market, known as Directive 'Services' .

A: A new definition of the profession

The new definition broadens activity of the agent to represent professional interests entertainers :

" activity artistic agent, she is exercised under the name of impresario, manager or any other name, is to receive mandate for consideration of one or more performers for Investment and representing their professional interests . Article L. 7121-9 of the Labour Code.

The contract between the agent and the artist he is now framed, the law provides that a decree forthcoming State Council shall fix the terms of this mandate wrote and respective obligations borne by the parties.

An Order in Council of State will specify conditions for entry on the register, and the modalities of its held by the competent administrative authority. " Article L. 7121-10 Labour Code .

Previously, the exercise of professional talent agent was subject to prior administrative authorization : After filing a case to the Ministry of Employment, a license is granted agents artistic annually, through a decree of the Minister of Labour, on the advice of a commission including advisory members of the administration and representatives of unions talent agents, artists and entertainers. The Committee took into particular account the following criteria: activities incompatible with the profession of the minimum knowledge of regulation in the professions and entertainment needs investment in the region.

C: One inconsistency

Previously, the talent agent activity was incompatible with many activities:

entertainer,

director, art director or manager of a company producing films,

Manufacturer of musical instruments,

rental of equipment and performance spaces,

Publicist,

This list incompatibilities was supplemented by an Act of January 18, 2005, with other professions

Hotel manager, landlord, restaurateur, drinking,

trader or broker or Representative of food or clothing or

articles of personal use,

business of buying and selling of municipal credit recognition.

In the new law still does only incompatibility with the exercise of professional talent agent: "No one can operate as a talent agent if, directly or through an intermediary activity producer of cinematographic or audiovisual . Article L. 7121-9 of the Labour Code.

4: Compensation of officers artistic

In the previous legal framework, the arts commission that agents could receive compensation for their placement services and reimbursement of expenses could not exceed 10% stamp of the artist.

Now "money that talent agents can receive compensation for their services including the investment is calculated on a percentage all compensation to the artist . This week, I am Challenging you to use your Ranger perfect Pearls in a different way.

Here is my example:

You will need :

• White cardstock - your choice of matte or glossy
• Liquid school glue
• Foam brush
• Perfect Pearls - 3 colors of your choice
• Perfect Pearls brus (or a new fluffy makeup brush will do)
• Stiple brush
• Heat gun

Steps :

• Put a big drop a glue in the middle of your piece of cardstock and spread it using the foam brush. The glue doesn't need to be even.
• Working quickly, sprinkle Perfect Pearls all over the glue, using the kit brush or a meakeup brush.
• Using the stippling brush, work the pearl powder into the glue.
• Heat the surface. The heat will make the glue bubble up. When no more new bubbles appear, you are done.
• Now, you are ready to finish your ATC. You could also use this background for other album embellishments or greeting cards as well.

this week I offer another way to use your powder Perfect Pearls by Ranger.

Here's my example:

You need :

• white cardboard matte or glossy
• Colle white liquid (school glue)
• foam brush
• Perfect Pearls - 3 color choices
• Brush Perfect Pearls (or blush brush for nine)
• stencil brush
• Iron embossing

Procedure :

• Place a large drop glue in the middle of the map.
• Spread the adhesive using the foam brush - it is not necessary that the adhesive layer is uniform.
• Working quickly, sprinkle the powder Perfect Pearls over the entire surface of the cardboard using the brush for Perfect Pearls (provided in the kits).
• Using the stencil brush, work the powder to expand it and make it stick.
• Heat the heat gun. The glue will start to bubble. When the bubbles stop, it's over.

Hello everyone,

This week, I challenge you to use the Distress watercolor technique.

Here is my example:

You will need:

• White glossy cardstock (photo quality)
• Distress Ink pads, your choice of colors
• Mini Mister filled with water
• A craft sheet (Ranger or Tattered Angels)

Steps :

• Stamp Distress ink colors directly onto the craft sheet, overlapping the colors slightly. NOTE: Distress ink pads are designed so that the colors won’t cross-contaminate, so the order isn’t all that important.
• Using the Mini Mister, mist the colors until big droplets are formed.
• Place the cardstock – glossy side down – into the wet ink.
•   Lift cardstock carefully, set aside and let dry.
• If you find there are too many white spots, you can repeat the previous step as many times as required.
•   You can dye a few pieces of cardstock without adding ink, the result will get lighter with each new sheet.
• If you drag the paper through the wet ink rather than placing it down, you will get a different effect. However, don’t go back and forth too much or the color will get muddy.
